Heading to VA Beach for vacation & have heard it’s a party scene. I’m interested in outdoor/adventure activities (kayaking, surfing, nature, paddleboarding) plus museums
Virginia Beach really isn’t a "party scene." All the activities you listed are available, but it’s more of a family oriented atmosphere than a drunken spring break kind of place… not that I’m suggesting it’s what you meant by "party scene", I’m just pointing out the differences.

I would say it is a nice place to vacation. There’s not a big party scene but i guess it depends where you go and what time at night. There is definitely a lot of outdoor/adventure activities to do. You could do mostly everything on your list. And there are very good museums like the Virginia Marine Science Museum which is close to the Oceanfront Beach.
Enjoy your trip
